This study briefly introduces the National Open Innovation System (NOIS) paradigm, which enables open innovation and online social network (OSN) approaches integration to a National Innovation Systems (NIS) and higher education. With the help of interpretive field research methodology, we present our initial findings regarding the implementation of NOIS as a part of Finnish NIS and especially higher education. Finland is one of the leading nations regarding innovation and educational systems and therefore it could be regarded as an extreme case. This study is building a strong knowledge foundation which helps us to better understand the main obstacles and challenges of this implementation process. It is suggested that the biggest implementation challenges are the recruitment of human resources and the ability to change the higher education organizations current practices.

With the aim of generating new ideas, a novel Online Social Network (OSN) based National Open Innovation System (NOIS) is introduced. Although the motivations to participate in online communities have been studied a lot, impacts of rewards on the open innovation activities such as NOIS have not gain much interest. To create successful innovation system, it must include options for rewards for all key actors. We will define generic success measures for NOIS reward model and introduce the body of knowledge regarding rewards in general and in online communities. To summarize our findings, we will suggest a solid reward model for Open Innovation based OSNs and NOIS.

On the basis of beliefs on open innovation, online social networks and Web 2.0, we propose a new type of approach based on people-to-people interaction to support national innovation activities. With the aim of generating new ideas, our National Open Innovation System (NOIS) combines two rival innovation sources: (1) technology and social foresight research, and (2) customer needs and experiences (i.e. customer orientation strategy). By integrating content recommendation tools with NOIS, we increase the dynamics of the individual’s creativity and create an online environment where conventional habits are easily exceeded. Combined, the approaches of collaborative content production and intelligent content recommendation will significantly boost the possibilities of unexpected findings, which have been identified as a major innovation source.

The resulting NOIS is an effective and comprehensive open innovation structure where university students and senior citizens are engaged as a significant resource for the business community, in order to fulfil the national innovation strategy as defined by the government.
