I was working in construction company, where the meetings were very effective. The characteristics can be applied to every project meeting. In the company I worked for, there was every week an up to date list of tasks that need to be taken care of plus always the same list of different parts of the building in question. Every meeting, we first went through all the parts of the building and updated status of the construction. Afterwords we discussed all the emerging new information and problems. A detailed memo was always published in the company intranet. With this system everybody knew how the meeting will be structures each and every time and what to prepare for.
Also during an effective meeting, in order to achieve long term goals, minor targets need to be identified, written down, agreed on deadlines and responsible persons.
